And that is what happens, the interlace artifacts go away. But then I get
that wierd jerky motion again. (sigh)

The MPEG header tells it to. Basically the 4:3 monitoraspect should
cancel this scaling and the output should be 720x480. I just looked at the
code and it does look ok. So in the end the video should end up on the TV
without any scaling.
