I tried exclusive mode, but with the same result. Before that, I was
using admin mode. The effect is, the whole primary layer is covered by
the overlay layer.

I have tried to set the screen location to something smaller, like (0.5,
 0.5, 0.8, 0.8), set the configuration of the overlay layer to a smaller
geometry, and both. After the setconfiguration on the layer, the surface
requested from the layer is of the geometry I requested. But when
rendering an image on it, the image still cover the whole screen.

Any ideas?
